how to download the vision and motion module

Could you please be a bit more specific about what you mean with "image processing palette"?

The above links work perfectly fine on my machine...

The image processing pallette comes with the VIsion Development Module >> http://www.ni.com/download/vision-development-module-2017/6640/en/

If you are looking to do image acquisition only, you will need the Vision Acquisition Software >> http://www.ni.com/download/ni-vision-acquisition-software-17.1/6879/en/

Both of these packages require purchase but you can download evaluations to test things out. 

As for Motion, we have NI-Motion (which is legacy software) or SoftMotion which is our newer software that works with our Real-Time targets like cRIO. >> http://www.ni.com/labview/softmotion/

Are you having trouble with the download or can't you find the vision/motion function palette?

All available versions of Vision and Motion can be found at https://www.ni.com/downloads

Just type "Vision Development Module" in the search field. After installation of the downloaded software the palettes will be visible under "Vision and Motion".

Be aware that the Vision Development Module is a purchased software and not free of charge. There is a limited days free trial license after installation but once this period has expired you have to purchase a license.
