I believe that the settings xseadog is referring to are the UART's FIFO buffer settings. These can be accessed only in your Windows settings by going to your Device Manager->Ports. Right-click on the port that you want to configure and select Properties. Then click on the Advanced button and there you will find the buffer settings. Usually these can be left alone but there are cases where you might need to decrease the size of the buffers to help with data loss or connection problems (or increase for faster performance).
