The comments about humidity measurements being no different an animal than
measurements using some other sort of transducer are right on the money, so
the problem probably does boil down to identifying a good transducer for the
task.
You can see one example of a humidity sensor in action on NI's SCXI Weather

The system specifications given there do not identify the manufacturer or
model of humidity sensor used, but the sensor's input/output characteristics
are provided (0.002 V to 1.0 V output, corresponding to 0.2% to 100%
humidity; I d
oubt we have a need to measure humidity below 0.2% too
frequently down here in Austin!). I imagine you could get something pretty
similar from Omega Engineering or elsewhere.
