What to do to configure this board?
When I open NI MAX - I don't see the board in the devices and interfaces list.

MAX is only for NI boards. To configure boards from other vendors, you have to use whatever software that they provide. The same is true for the LabVIEW drivers. The LabVIEW daq VIs communicate via NI-DAQ - also only for NI boards. If Keithley provides its own LabVIEW drivers, use those. If all they provide is a dll, then you have to write your own VIs that communicate with that.
