mouse wheel problem with scroll bar and value change event

Ravens, thanks for your reply and help.

I would like to keep my VI running on 8.6. Because of that, I was thinking about a workaround like:

if mouse over scrollbar

goto generation of mouse event over scrollbar to simulate an user click

Do you know what should I do to achieve that?
