Thank you Minions, that did it!! Switched the negative power supply lead to the ground plug and it is working. Still doesn't work using the 9237s internal 10V excitation but not worried about that. Thanks again. Embarrassed it was such a simple issue in hindsight but glad to have it figured out.

The 10V excitation on the 9237 device can only drive up to 150mW.  This means that the total bridge load (across the excitation points) including the sensor must be more than 667 ohms.
