ni service locator is not running

An error occured when i use the examples finder,"The NI Service Locator is not running", I have tried in the Windows->control pannel->Admin tools->Service to restart the NI Service Locator , but it doesn't work. And a TCP protocol is properly installed in my system. how can i deal with the problem??

I got it, The firewall is the "troublemaker"

And I configure the firewall by allowing all the nisoftware to communicate

the problem has been solved,

My OS is windows XP sp2 , I never find the service locator in the service list , could you advise me how to start it or where the locator ? Thanks.
