Is there a way to change the way libraries are opened? - on one PC the libraries open into an explorer type window (which is what I'm after) and on another PC the main VI opens such that the other library files can only be displayed by using "Open..." in the File menu.

Go to "tools...options...environment" and check "enable windows explorer for llb files". 🙂
