I do not have any specifications on any equipment, or do not have any equipment on hand. I will either buy equipment depending on how well labVIEW and NI software works for virtual equipment, also if I am able to program such functions.

You need to buy equipment based on its ability to perform the measurements you need. Determine that and you can narrow your choices. There's very little equipment that you can't use with LabVIEW.

Is it possible to have a daq or a power supply non national instruments work on labVIEW. If so how would I go about the process in doing so?

 

Also, you are correct. I need to know the specifications in order to figure out what to get. It is just that I am still in the preliminary stages.

Of course it's possible. A lot of companies will have LabVIEW drivers. Others will have some api that you can use to create your own with the Call Library Function Node, ActiveX, or .NET. The ones to watch out for are from vendors that want you to only use their software. Part of the process in finalizing a purchase is asking the vendor what kind of support they provide.
