Your best bet is probably to install version 4.6.1 of the NI-DAQ driver for
DOS; there were examples there for "Microsoft C, Borland C++, QuickBASIC
4.0/4.5, Microsoft BASIC 7.0 and 7.1, Visual Basic 1.0 (!), and Pascal
7.0." I did it for kicks and found an example called "freqxmpl.bas" that
demonstrated how to do frequency and duty cycle measurement with the TIO-10.

Of course, you'll get better support and more flexibility if you use a more
up-to-date development environment and OS, but this should get you going.
