pid , growing sinusoid bring to steady state

Hi,

I have a PID system, when i change the set point from 0 to 1 the output starts oscillating like a growing sinusoid increasing in amplitude,

what parameters/ steps do i need to change to make it steady

I believe the first step would be to decrease the proportional term.
