"Change to Array" psp variable control

While designing a VI pane, I ran into this quirk: if I have an array of Variable controls on the FP, I can "Change to Element" by right click menu, as expected; but if I have a single Variable control, choosing "Change to Array" is a noop. Has anyone an idea whether that is for a deeper reason, or if it is simply a bug/forgotten case, and if so if there is already a CAR?

This is LV2017. The same happens for Shared Variable controls (BV tag).
