remote panel connection

Hello,
I try to run the RemotePanelMethods examples in one computer, that means I used one computer as both server and client. The LabVIEW version I am using is Professional 7.1. I don't think there is any mistake in my webserver configuration and IP address settings. But the connection just didn't work. I open the REMOTE PANEL CONNECTION MANAGER, it shows the maximum client number is zero (it is supposed to be at least one license for this version). The www.log file is empty.
Can anyone give some suggestions?
 
The error message for possible reasons is shown as follows:
 
LabVIEW:  Serial port receive buffer overflow.
---
LabVIEW:  The network connection was refused by the server.

Hello Jane:

Could you please go to "Start"->"Programs"->"National Instruments"->"NI License Manager"
Expand the "LabVIEW", then expand the "Version 7.1".  Then click the "RemotePanelConnection".
Please tell me what you see in "Total Licenses", "License File Expiration", etc.

Status                          For evaluation only. Activation is requested for the licensed version
Note                            The license server must be active in order to use this product
Total Licenses              1(5 if professional development system)
(I am using professional development system)
That's all. One thing I feel strange is I can use Web Publishing Tool to view and control the panel, but for the RemotePanelMethods examples (you can find them in LabVIEW examples library) I just couldn't make it work.

I just found a note from a text from the instructions from the example:
 
     NOTE:This must be done in another LabVIEW of the same version since a remote panel connection
     cannot be made from a LabVIEW to itself.

Brilliant! Now I can give up trying again and again before I get another computer to communicate with it.
