serial in real DOS and XP-DOS

I have a program operating in real IBM-DOS (disk operating system).

After changing the computer, I want to run the program under windows XP-DOS.

But, the new system send the command but there was no reply from the machine.

What do I check for troubleshooting?

And this is related to LabVIEW in which way? Perhaps posting to the instrument control board or Microsoft's since it does not sound like this involves any NI hardware or software.
