speed control limitation in vehicle

hi 

here my idea is to control the speed of vehicle (limiting the speed at particular zones like in schools, hospitals,..) of about limitations of CITY IN of about 35km/hr and CITY OUT of about 40km/hr. I am conrolling the speed of vehicle using RFid tag. 

so i am trying to implement in hardware which is only a prototype.

so how i can proceed. I have NI DAQ card, what i can do with it?
