speed measurement using NI9401

Hello Sir,
I am getting SAME output value for all speeds of DC motor.Even for zero speed that same value appears on screen.What will be the mistake?
Also what is that divisor(2 counter large value) in the frequency task.When i take its value(~20000),my measured values does not fluctuate more.

Do you have an oscilloscope or a DAQ device with an analog input?
