In the Containers control palette is a function that will provide exactly what you want: Horizontal Splitter Bar.
If you cant find it, use the search button on the palette or use the LabVIEW help.

Sounds like you are a candidate for a Horizontal Splitter Bar. Look for it on the Containers subpallete. You can then have separate regions with or without scrollbars.

Use the splitter bar on the Container palette.
Edit-what they both said.

Place the cursor over the splitter bar (you'll see the cursor change), right-click and select Upper or Lower Pane depending on your situation, then Vertical Scrollbar -> Always On.
