test panel not showing up in ni max, cannot create tasks

I recently installed NIMax and LabVIEW on a Windows 10 box. I have a USB 6008 DAQ that shows up in NI Max, but I cannot create a task for it.  Test panel doesn't appear either.  I've read many NI "how to fix this" and reset the configuration, reinstalled NI Max and NI DAQ.  Nothing has worked.  Any ideas how to fix this?

Can you expand the left hand pane wider so we can see the full description of all the installed software?
