Yo are still spoon-feeding us tiny amounts of information one drop at a time. You need to provide more relevant information how exactly you are trying to "open" and exactly what yo see if you try. Please answer ALL my previous questions!
For example, if the old computer has the non-default explorer setting to open items with a single click, you need a double-click on the typical computer to open things.
And, as I said, if you zipped things up for the transfer, you need to unzip first on the other end, even if explorer looks about the same when browsing inside a zip.
Does the same project still open fine in LabVIEW 2017?
Any VI saved in LabVIEW 2017 should open just fine in LabVIEW 2019, but they might give you errors about missing dependencies.

Your image states that you're trying to open a VI saved in LV2017 using LV2013 (unlike your claim of LV2019).

Actually, you need to downgrade to a lower version since you have an old version of LabVIEW.

Install LabVIEW2019 and activate it using your license credentials.
