what is the board in boardNumber for GPIB-USB communication?

In GPIB-USB communication,

there is a format for address as boardNumber: DeviceAddress,

what does the board mean? And what is the Device here?

Is it the GPIB-USB-A/B/HS card? 

Or is it the instrument like a HP8903B?
