What is this symbol, and where do I find it on the pallette?

Looks like a SubVI to me, not a LabVIEW-supplied VI.

 

If you enable paths in the context window you can see the exact name and location of the SubVI.

I see, a published thesis. The author undoubtedly wrote a SubVI; you would have to scour the thesis or request a description directly.

Actually the book is an old one because the subVI you showed is the old mean function that shipped with LabVIEW a long time ago. It calculated the mean, sigma and sigma squared for the input data array. It looks like the sigma squared output is wired.

Just by the picture:

It takes an array and calculates the mean, variance and standard dev.   (and the w is for weightning the input array)

 

SInce w isn't wired you can use the Std. Dev. vi found in math/stats+prob. 

 

 

Funny,  (or not) I can't find a mean or stddev vi that has a weightning option....  well, mathscript......

Edit: I should clarify....this is not the same VI as posted by the OP but I would assume that it accomplishes the same task.
