Ah! It looks like those VIs are not part of LabVIEW or toolkit OR they are old implementation of it and cannot be found in actual version of LabVIEW.

For example, one of your VIs looks like this:

This was substituted by this:

I would suggest looking around this community for the most up to date document with those VIs available. Also, if you are able to find the original VIs from the document, you probably should be able to open those in the new version of LabVIEW. In general, the VIs will be able to be opened, but it just not in the palette.
