Build does not work properly on Win7-64bit target PC

I am developing an application for our local school which tracks visitors and prints badges.
My development PC runs CVI-2010 on WIN7-32bit.  The target PC runs WinXP-32bit.
Everything worked great up until they replaced the target with a new PC running Win7-64bit.
I installed my app on the new PC and all disk I/O and printing functions do not work at all.

There is nothing I can do on my PC to build a version to run properly on the target.
The only way to get the app working is to install an eval version of CVI-2010 on the target
PC and build the app there.  Does this make any sense?

No errors are thrown.  File I/O does not work.  Can not read or write. 

PrintPanel() no longer works.

Outside of my app, File I/O and printing works with other apps.

The IT guy reimaged the PC and now the app is working properly.

Now I wonder what he did different the first time...
