I'm glad you were able to solve your problem, though I'm sorry you had to uninstall everything first. The other situations we have seen this happen, it has been because one deployable NI driver depends on some other NI support component that did not get upgraded during install, and is not deployable. Because the dependency cannot be deployed, the deployment feature complains. This should phase out (and you should never see this again, since you uninstalled all the old, non-deployable drivers on your system) in time, as all the newer versions of the drivers are deployable.
If you don't mind, it would be helpful to us if you could still post a debug log from your failing builds, if you have one. We are trying to find out more about how customers are getting into this state, and how to best prevent it.
