CVI 2015 edition, about the toolbar command button's tips

Hello,

In CVI 2015, my program needs to using the toobar in a panel, and use the Toolbar_InsertItem() function to create a button in it. and the button does not be made any associating with the menu bar. When running the program , I place the mouse cursor on the button, there is not any tips to show. I'd like to know if whant to show the tips, the button's action must be associated with a menu item?
