CVI2017: Crash when saving a UIR with an ActiveX control as a TUI

Tested with samples\userint\activex\WebBrowser.uir

This is especially annoying with the new "Automatically save copy of UIR as TUI file" editor option.

Hello CVI User,

I can confirm the crash. It seems to be introduced in CVI 2017 because in CVI 2015SP1 it works.

I've created CAR #659599 to track the bug.
