When trying to use the ActiveX interface to Excel on a machine with Office Starter Edition installed I get the error -2147221164 "Program not installed or unable to connect to it" (more or less: translated from italian message): since several machines actually on sale have starte edition installed, some customer of our could ask us to use that product instead of the full version for some limited local operation.
This happens both with an application of mine and with Excel2000dem sample project, and both when trying to launch Excel from scratch and trying to connect to a running instance of it, indifferently from a compiled application or within the IDE.
Can Excel Starter actually be interfaced to CVI some way?
Tested with CVI2009 SP1 on a Win7 PRO SP1 machine.

Hello Roberto,
I was not able to find something official about the support of Office Starter. In my opinion it would be normal that Office Starter should not work properly since some of the advanced features of Excel, including macros, are not included in the starter version.
Regarding the code of the error you receive, I am pretty sure that you have already checked in the following link the explanation of it.
I believe you get this error because it is not really supported.
