What I want to do is simple to describe. Connect to a remote ftp site, download a file, and disconnect.

If you are planning to use the Win32 functions, here is a link that should help

Advanced FTP, or Teaching Fido To Phetch
The Windows SDK's are provided with CVI.

CVI also has an Internet Toolkit (available seperately) that provides you with examples and .fp files with functions that allow you to use ftp
