ETS libraries available for linking?

Hi,
My 3rd party Compact PCI card comes with a driver in C using ETSPCI*** functions.
I am attempting to compile these in CVI8 with the aim of producing a dll that I can access on a NI RT controller through Labview. I obviously need to link to the ETS libraries - Are they available on the RT controller?
Or do I need the ETS SDK?
