I don't know if there's a limit on the number of panels, but I personally have developed applications with about 30 panels in one UIR file only.
I have never found any note about a limit in this number, so it's my intendment that there is no actual limit (apart perhaps some limit in physical dimensions of the UIR file which again I have not found anywhere).
