To address your issue, I was able to get a cFP 2000 and test out downloading your CVI RT DLL. The problem that you are encountering is related to the small amount of memory found on the controller. This controller is quite old and doesn't contain enough memory to load up your DLL along with the other core LabVIEW RT DLLs. I was able to download basic VIs to the cFP 2000 without issues. When you combine the LabVIEW RT DLLs, CVI DLLs, and any user DLLs, you run into problems on these older controllers.
I was able to download your VI and DLL on a cFP 2020 without any problems.

So in your case, you will probably need to purchase a newer controller or try and do you coding just in LabVIEW and see if that works. My guess is that in both cases, you will run into issues so I would advise choosing a different controller.
