Is anyone know what do this command use for?
I see this in configure the NxCan Send configuration in CVI.
Termination = nxCANTerm_On
Do that mean the the 8513 card will provide a 120R terminal resistor during the can communication?

If it will provide a termination resistor would depend on the actual hardware. Not all hardware supports software controllable termination.
According to this your 8513 card provides software controllable termination when the port is used in high speed mode.
