I'm glad the workaround helped you. However, we need to track the issue you described.
You said you were using Windows 7 Enterprise SP1 64 Bit. Does Help>About LabWindows/CVI display the correct build number after upgrading? It should be 13.0.0 (647).
Did you install a language pack for Windows 7?
