Run Debug button dimmed and cannot run project

I have been unable to get my latest project to run or debug. The Debug Project button remains dimmed as well as all debug commands. I do not have a problem with the sample projects. I do not see any significant difference between the sample projects and my project ( the project has been essentially gutted of all unnecessary programing).

One possible cause it that Target type (Build menu) is set as Dynamic Link Library or Static library.
