Can Anybidy explain me how can I Shotdown the computer or Restart the computer
fom a CVI program running on W'98?

You need the Windows SDK for this;

/* Shut down the system and force all applications to close. */

ExitWindowsEx(EWX_SHUTDOWN | EWX_FORCE, 0);
