Tooltip text disappears behind panel

When I create a tooltip (CVI2012 SetCtrlToolTipAttribute(...)) of an control on a panel where the Panel Attribute Floating Style is set to Always,
the tooltip text is not visible but disappears behind the panel.  Is this normal???
