Tree Control Mode: Returns a commit event when set to NORMAL

CVI 2013: I'm writing a program to change the Tree control modes based on user selection. I notice when the control mode is set to NORMAL I received a 'EVENT_COMMIT'. Just for reference I'm using an custom control - Radio Group, but the bug (I'm supposing) is in the Tree control are did I miss something?
