Does anybody have experience in using Oracle oci in CVI 2010 on Windows 7? Should I install 64-bit or 32-bit Oracle Instant Client? Just to compile the program that accesses Oracle data, do I need to have the Oracle database and ODBC manager set up?

To use LabWindows/CVI with an Oracle database, you will need to purchase the LabWindows/CVI SQL toolkit.
To compile the program, you will need to have an Oracle Database and the ODBC manager configured.
Once you have your database set up you will be able to use the SQL toolkit to connect and retrieve data from the database.
I am not sure about whether you should install the 64-bit or 32-bit Oracle Instant Client. LabWindows/CVI being a 32 bit program, I would recommend the 32 bit version.

you don't have to purchase the Toolkit, even thought it does make your job easier
