What does the panel parameter in a CVI callback refer to?

In a typical CVI callback function, does the parameter "int panel" refer to the panel handle that is returned by a function like "LoadPanel" or does it refer to the panel Control ID ("Constant Name" field in GUI builder)?

It refers to the handle of the panel returned by LoadPanel, NewPanel, or DuplicatePanel.
