decoration box as a background

I am using Labwindows 8.1

This seems simple so I am sure I am just overlooking something.

I created a Decoration box and changed the color to White.

I want to use the white box as a background for some buttons.

When I move the buttons into the box they are in back of the box.

How do I make the buttons be in the foreground and the box in the background?
