I've tried multiple times now with different UIRs, but I haven't been able to reproduce what you're seeing.  If you could put your UIR up, I'd be happy to take a look.

the change has to be on a tab panel...

The tab control was the key.  The cause of crash is actually unrelated to the one originally reported on this thread, so I've created a new bug ID for tracking - 282612.

Until we're able to fix this issue, I would encourage everyone to save their UIR files before editing menus.  This issue originated in CVI 2009, and is currently present through CVI 2010.
