how do I load an edited .tui file and save it as a .uir file?

I can't seem to figure out how to convert an edited user interface file (.tui) into a standard .uir file. The context for this is that we have two users who have modified an extended user interface, and we would like to merge two versions by editing text files to include both sets of changes.

Open the UIR Editor. Go to Options->Load From Text Format... Select the TUI file to load. Then go to File->Save As... and save it as a UIR file.
