This error is either occurring because the last project/workspace you had open in CVI used the NI-IMAQ instrument driver or because the NI-IMAQ instrument driver is loaded in your function tree and is no longer at the same physical location on your hard drive. First I would search to see if you have the niimaq.fp file on your hard drive. Then I would open up CVI, create a new workspace. From there, right click on your Library Tree and choose "Customize Library Menu". On that dialog, I suspect C:\measurement studio\cvi\bin\niimaq.fp is listed under User Libraries. If so, select the entry and choose Cut. Then, if you would like to add the NI-IMAQ library back to your library tree with the correct location, you can choose Browse. Then navigate to the location of the niimaq.fp file on your computer. Once you do these steps, restart CVI, and the error should no longer appear. Let me know how that goes.

NI-IMAQ is another add on product and associated driver that allows you to perform image acquisition in LabVIEW and LabWindows/CVI. The following KnowledgeBase will show you how to install niimaq.Fop for CVI. What I suspect is that when you uninstalled LabVIEW, you might have also uninstalled NI-IMAQ (if you had that on your machine). Either way, you can correct the situation by reinstalling NI-IMAQ or by modifying your library tree in CVI and removing any reference to niimaq.Fop.
