the HP8563E is connected to the computer with a USB-to_HPIB adapter.

You can download the instrument driver for that instrument (look for HP8563E in the NI site) and integrate it into your program.
Usually in the instrument driver there are high level function to communicate with the instruments: I haven't used this particular instrument but I'm confident you'll find them in this driver too.
