Here's what NI says:
"National Instruments is committed to releasing Windows 7 support for LabWindowsTM/CVI, Measurement Studio, and NI TestStand before the end of 2009."
Their official line is that CVI running under Windows 7 is not yet supported.
See a fuller statement here:

NI just announced an update with Windows 7 compatibility.

What I don't see portrayed very clearly is whether or not CVI 2009 will run on Windows XP Pro, or does it need to run on Vista / 7? I.e., can it do cross-platform support? Can I create a full 64 bit process with CVI 2009 on an XP machine? I suspect not - how would you debug it?
Maybe it will run on XP Pro but be limited to 32 bit development. There wouldn't be much reason to buy it if it works that way and you're using Win32 OS.

CVI 2009 does support XP. You can build 32-bit and/or 64-bit binaries on any OS. You can run/debug 32-bit binaries on any OS (under WOW64 emulation on 64-bit OSes). To run/debug a 64-bit binary, you need to be on a 64-bit version of Windows Vista or 7.
