Turns out this had nothing to do with the OS being 64-bit or 32-bit.
There does seem to be a bug in the GE 90 Series driver object however.
If the system is dual homed on two different subnets, the Object can't find the PLC without first disabling the network adapter on the subnet that does not contain the GE Series 90 object.
I've run into this issue before but was never able to determine the cause until now.
I expected the problem to return when I re-enabled the other subnet's adapter, but the object or Lookout must somehow remember how it found the PLC address and it seems to work fine after initial connection is successful, regardless of the dual homed adapter status.
