Lookout 5.1 not starting

I have a customer that can not start his Lookout 5.1 anymore.  It gives the "Waiting on Time Server" error.  We've put the Time Sync. service in manual, but get a message when trying to restart it.  The message says in a nutshell "The service started, but then stopped".  We also noticed that the Lookout Citidel Server was stuck in the Stopping mode.  We put it in manual and tried restarting, but got a "Could not be started" message.  Pics are included to help explain.  I've also included a pic of the list of the services that are currently running on the machine.  We've tried to put those services in manual and restart the machine, but that didn't help.  We still could not start the services.  How do I get these running again?  If I re-install the Logos,Citidel, Time Sync zip files, could this help?  How do I determine which version of this file do I have?  Any help is needed.  Thanks.

One thing that could create the situation you described is a permission problem.  If you are logged in to Windows with a restricted user account Lookout may not start.  Can you start Lookout logged in as administrator?

I'm getting this second hand since the project is in South America.  They are using the same login as before when it worked.  It is an Administrator account.  A bit more info if it helps,  The Logos version is 4.5.0.20

Try to download and install logos 4.5.1 from http://ftp.ni.com/support/softlib/lookout/4.5/logos45.zip
