Lookout will not connect to any com port, would like to us air card to perform a dial up connection is this possible

I recently installed Lookout 6.02 and I can not connect to my PLC regardless of what com port I use.  Even when connected to a fully functional land line it says unable to open COM prot ??.  I would like to use my air card to connect if at all possible.  I have contacted my IT department and was unable to find any way to make this work.  If I must us a land line I will but at the moment that isn't working.  Any help would be greatly appreciated.

So, firstly please make sure the port is good. Open windows Device Manager, and make sure the port is available and good status.

And then, open Measurement & Automation Explorer from desktop, select Device and Interfaces->Serial&Parallel, select the port you want to use, and on the tab "Port Settings", click Validate. If you see error, this port is probably being used by other application.

I mean, if the port is being used, lookout cannot open it.

I have not seen an Air card (cellular right?) that supports direct connections other numbers recently.  Most will only connect directly to the provider and provide internet access.

Might need to verify that as well.
