Has version 6.1 added Mitsubishi Q PLC driver?

Yes. From Lookout 6.1 readme,

Mitsubishi Ethernet support—The Mitsubishi_EM object supports the Mitsubishi Ethernet mode when communicating with Mitsubishi Q-series devices.

If you already have the PLC, you can download the Lookout 6.1 and verify by yourself.

I was looking for the serial driver, is this in there as well?

I'm afraid not.

If you have to use serial,  the driver in Lookout can't do it.

The new released NI OPC Server 8.5 supports serial connection to Q series, but it can only work with DSC 8.5 now. Currently Lookout 6.1 can't connect it.

Kepware OPC Server is another choice for you. Lookout OPCClient can connect it.
