I have Lookout version 4.5.1(Build 19). I have a new laptop which doesn't have a parallel port. Can I get a USB to 25 pin cable and connect my hardware key, will this work? Or, is there another solution. Any advice would be appreciated.

If there is no parallel port on your laptop, I'm afraid there is no way to use it.
You have to either change the laptop, or upgrade Lookout to current version which doesn't use hardware key.
